Objective

A nationwide campaign HallaBol..DarwazaKhol has been started by RashtriyaLokSamta Party under the leadership of National President Shri. Upendrakushwaha Ji. There is serious lack of representation from women, SC, ST, OBC, minorities, and poor general communities due to lack of structure and transparency in current judiciary system of appointments.

The main demand from the government is to revamp the existing system of appointment in judicial system that is favouring certain caste and community. The demand of RLSP is to create All India Judicial Service so that there should be equal opportunities to all the section of the society. It is not just a matter of coincidence that out of 28 supreme courts judges, 13 have family member as former judges representing certain community. There are just 3 women as Supreme Court judges. The skewed representation of these marginalized section of the society is matter of grave concern, and for that RLSP has been raising voice at various platforms.

The current collegium system is opaque and does not provide platforms to the marginalized section of the society particularly, SC, ST, OBC and minorities in the judicial system. Formation of All India Judicial Services will open the gates for SC, ST, OBC, minorities and the other alienated section of the society that will democratize judiciarythus the faith in constitutional and republic values can be restored.

Activity

RashtriyaLokSamta Party and Shri. UpendraKushwaha has been at the forefront and leading the movement to raise the issueof existing collegium system that is plagued by nepotism, favoritism and corruption, from people to parliament. RashtriyaLokSamta Party’s "HallaBol, DarwazaKhol" campaign was launched on Sunday, May 20, 2022 at the Constitution Club in New Delhi, aimed at advocating the cause of inclusiveness in the Indian judiciary system and creating awareness about the issue.More than 50 activities across the India has been organized by the RLSP party in last 10 months. Impact

The actual reality was presented to the in the parliament house by Shri. UpendraKushwahaji, all the national and local media covered the issue. Through this issue, RLSP and UpendraKushwaha became the national hero for the rights and wellbeing of the marginalized communities in India who are not given equal share of the development process. Objective

The entire education system of Bihar is plagued by corruption, whether it is primary education or higher education. The existing system needs a complete overhaul and for this our National President ShriUpendraKushwaha is adamant to bring a change which will not only curb all sorts of corruption but also give quality education to the deprived students of Bihar. Bihar which was once famous for its quality education has seen a steep decline in the level of education in the 21st century; the current government has time and again made numerous fake promises for the betterment of education system but hasn’t been able to fulfil any of them. Education which paves the way for development is missing in Bihar and the abysmally fallen education system at primary, secondary and college levels cannot provide good students.

RashtriyaLokSamta Party under the leadership of ShriUpendraKushwaha has submitted a charter which contains major demands like recruitment of teachers through State Public Service Commission, not engaging teachers into non-teaching activities and making 75% attendance mandatory for students. Our party and leader ShriUpendraKushwaha has kept pressurising the current Chief Minister Nitish Kumar to take steps for the betterment of education system but he has turned deaf ears to our demands.

Activity

RastiryaLokSamta Party has launched a state-wise movement “ShikshaSudharYatra” on 3rd January, 2018,death anniversary of SavitribaiPhula who was the flag bearer for women education in India from the land of Martyr Jagdev PrasadBabu in Kurtha. The movement aims to pressurize Nitish Kumar’s government to take measures for betterment of education in Bihar. Under the movement a signature campaign was introduced which aimed to take signature of more than a crore people so that the deaf ears of Nitish Kumar can listen to the basic demand of the people. The yatra ended with “Akroash March” held on 2nd February 2019.

Impact

SikhshaSudharYatra has traversed across Bihar making people aware of the existing problem. Millions of signatures collected by RashtriyeLokSamta Party clearly suggest that people in Bihar are furious with the quality of education.ShriKushwaha through his initiative aims to eradicate the existing corruption in the education system and fight not only for the rights of the students but for Bihar as education possess the power to change the fate of the state.

Agriculture and Farmers’ Welfare-

Bihar is one of the poorest states in India. The Economic Structure of Bihar is too weak and the per capita income is amongst the lowest. The Economic gap between the people of the society is the biggest barrier to Bihar’s development. Bihar is divided into three regions: The North Gangetic Area, The South Gangetic Area and the Area Adjacent to Jharkhand. Each area has its own history of exploitation and discrimination. Such cultural and geographical division is the biggest barrier in the process of development of Bihar. RLSP would introduce reforms for better production of food grains. Some of the proposed reform includes: To implement the recommendations of the Bandopadhyay Committee, the introduction of cooperative agriculture system, use of modern technologies to strengthen the basic structure of the village, besides others.

Industrial Development

Agriculture and industrial development are inter-related to each other. A lot of industries are based on agricultural raw materials and labourers. Agriculture is the basis of industrial development. Contemporary Bihar is unable to overcome the ‘British Exploitation’. There was a huge difference in the infrastructure of the British ruled and the princely states. The similar condition exists with Bihar. After the implementation of new economic policy, Bihar had to suffer the most on the scale of Human Development Index. Because Bihar at that point of time was not in a condition in which it can take benefits from globalization and liberalization. Sugar mills, rice mills, and a number of factories were shut down as they were unable to compete with the market forces. The RLSP would lobby with the Centre for grants for heavy industries and power sector. The RLSP plans to do the following:

• Constituting Structural Development Council
• Bihar Industrial Committee
• Manufacturing Hub and Manufacturing Commission
• Relaxation in Land taxes
• Development of solar plants in every Panchayat
• Expansion of transportation network
• Modification of single line railways into a double line.
• Food Processing Park in every district.
• Lobbying for excess relaxation.
• Constitution of FDI Commission
• Demand for Technical and Research Institutes
• Growth and development of service sector

The market as a Platform for Social Opportunities-

Market can help to liberate the masses. The market as a social institution supported by political institutions can lead towards the development of Bihar. The market should support the marginalized communities of the society and bring them into the mainstream of health, education, and socio-economic inclusion. Such a situation would be mutually beneficial for both of them. The market requires implementing reservation in the private sector. We all are aware of the fact that market recognizes efficiency and talent. It does not recognize caste and disabilities. The party would lobby to provide grants for the private organizations providing reservation to the backwards.

Health Sector:

In 1951, average life expectation was 32 years, we have made significant improvement but still we have been placed at 112th position among 191 countries of the World. Thus RLSP will launch a Program to overcome the Major Problems of Health Services. RLSP believes That Four Major Problems has to be tackled.

1. A serious drawback has been that Heath care Services are neglected in Rural India, only 16 % Hospital beds are existing in rural areas where as 75% of Total Population resides.
2. Inadequate medical infrastructure and shortage of Doctors, nurses etc.
3. Medical Research needs to be focused.
4. Expensive Health Services needs to be cheaper and Alternatives Systems of Medicine like Ayurveda, Unani, Homeopathy, Naturopathy and Aqua-pressure centers should be made better. RLSP is committed towards Better Health Services.

Education Reforms–

Bihar has been the world leader in education. Nalanda and Vikramshila Universities are the examples which were destroyed in the medieval era. The setting up of the Patna University during the British rule helped to uplift and boost education in Bihar. After the independence, Bihar missed the opportunity to develop it as the center of education. Lakhs of students from Bihar state have to migrate to the other states for education. Due to migration, Bihar has to suffer from Brain-Drain and economic losses. The RLSP would work for the holistic education of the students. The Party plans to provide following facilities for the betterment of education:

1. Library facility in all schools
2. Library in every Panchayat
3. Community Radio in every block
4. Proper sports facilities and playground in every Panchayat
5. Sports Committee in every school
6. Environment Committee and NSS in every school.

Youth Empowerment

The party would provide importance to the alienated and marginalized youth. It is an eternal and universally accepted truth that the abilities and efficiencies of the youth of Bihar would lead the state towards the path of development. In the era of an open market, the large and official institution needs to reach the local level. The institutions should work to impart education and skill to the youth living at the grassroots. Schools and colleges need to find new alternatives and promote creativity. Quality education has the biggest potential to bring the marginalized and backwards to the mainstream.
Women and Child Development- The Party plans to work and implement 11 point program for women and child development. The points include:
• The party would ensure strict implementation of the Child Labour Law and the Child Exploitation Prohibition Act, 2012.
• Party would work to stop child trafficking.
• The ICDS scheme would be modified and the Anganwadi workers would be provided with better allowances.
• The Party is committed to the Women’s Reservation Bill, which entitles women with 33% of reservation in the Parliament and State Legislatures.
• The Party would add provisions to the rules of Citizen Charter for the security of children and women.
• The Party would focus on gender equality in literacy.
• The Party would motivate women for education and job opportunities and by setting up women hostels and worker’s hostels.
• The Party would set up an active helpline on block level for redressal of complaints made by females. Policemen would be educated towards gender sensitiveness.
• The Party would set up Emergency Centers in hospitals to help women suffering from domestic violence.
• The Party would ensure 25% women representation in police services.
• The Party would ensure to spend 20% of the total fund of Panchayat/ Municipality for women welfare.

Muslim Empowerment-

Even after the Liberalization, Muslims rank the lowest on the parameters of the Human Development Index. There is a limited premise of their social, cultural, and political behaviours because of their stereotypical representation in society. They have to suffer from appeasement politics as well as from the allegation of being anti-nationals. The stereotypical image of the Muslim community has affected them at the psychological level. The emotional attitude of the government has led to a feeling of insecurity amongst Muslims. RLSP would work towards developing the infrastructure of Muslim inhabited areas. Basic rural infrastructural development of Muslims village would be the focus of the Party. RLSP would entitle Muslim dominated villages with basic facilities of education, health, transport, communication, etc. The representation of Muslims in government jobs is very less. Similarly, their representation is very low in many important sectors and institutions. There is a need to constitute a committee to examine the present condition of Muslims. RLSP would lobby for English Medium Schools for Muslims and a Muslim Central University. The Party would work towards educational as well as physiological empowerment of Muslims.

Innovative Measures

Information and Communication- the development of contemporary society is based on science and technology. It is science which has the solution to the problems of poverty, hunger, and deprivation. Technology-based education is the most essential for the development of human resource. To meet the needs of people in Bihar, there is a need to develop a strong infrastructure and network of Information Technology and Biotechnology. Bihar needs to develop its communication technologies, besides developing the infrastructure. A strong information and communication network will strengthen the exchange of capital and knowledge and lead towards the growth of the state. Development of a strong Information and Communication Technology (ICT) has become an economic need for Bihar. A strong communication would prohibit miscommunication which would further stop the exploitation of weaker sections of the society and farmers due to lack of information. The RLSP would work towards establishing a strong and comprehensive ICT network in Bihar.

Good Governance- Level of development is entirely dependent on the nature of governance. The political system should work for a transparent and accountable government. The government should broaden its premise of accommodation to include all the sections of the society. Bihar is still far away from good governance. The RLSP advocates the idea of good governance as the solution to all the problems of Bihar. There is a need to reform the bureaucracy and traditional bureaucracy needs to be modified into social bureaucracy. There is a need for self-introspection and analysis of Bihar’s governance. A full fledge plan of governance needs to be made to include Bihar in the list of fast developing states. RLSP under the leadership of Shri Upendra Kushwaha is dedicated to working towards this.

Drought and Flood Control Monsoon and disasters in Bihar come together. In North Bihar as soon as the monsoon approaches, rivers like Ghaghra, Kosi, Bagmati, Ganga, Falgu, Sone, become hazardous. Around two third part of the North Bihar gets isolated from rest of the world for almost two months. In this regard, the RLSP would work in collaboration with India and Nepal for a sustainable plan to prevent floods. The Party would also work in collaboration with the local people to prevent floods. The Party would work on the major reports and proposals to prevent floods including Flood Control Proposal of 1928, Odisha Flood Committee Report, Seminar Reports on Floods of 1937 and 1942, and the Ghosh Committee Report. The objective of the RLSP is to befriend the rivers. Therefore, the Party would also work in collaboration with the National Flood Control Commission.

Equal Participation

Reservation in Private Sector– The global principles of Liberty, Equality, and Fraternity were strengthened in India when the weaker sections in India was entitled to reservation. The large population of the backward castes has turned them into a powerful electoral resource. The reservation enabled the backwards to challenge the authority at the top. Consequently, havoc was wreaked among the upper sections of the society in the entire Hindi belt. The reservation has helped the backward castes to get better basic facilities and uplift themselves. In the neo liberal age, the opportunity of government jobs had decreased. The market does not recognize disabilities and backwardness. Hence, the RLSP demands and would work for entitling the weaker sections of the society with reservation in the private sectors.

All India Judicial Services: RLSP believes that after 1989, world saw the democratization of socio – economic and political processes. This Democratization process was also visible in India. In these changing circumstances RLSP demands judicial reform and creation of All India Judicial Services, So that there should be equal opportunities to all the section of society. Present collegiums system has led to centralization of appointments in the higher judiciary in the hand of few judges. Every Institutions has been Democratize and have been more transparent in appointment process except Higher Judiciary. Thus , RLSP will launch a Nation- wide Campaign for Constituting All India Judicial services , Which will open the gates for SC ,ST , OBC , Minorities, Women and the other Alienated Section of Society in the Judiciary . RLSP through its program Halla Bol Darwaza Khol wants to sensitize the Masses for the need for democratization of judiciary so that constitutional democracy and republic can become more meaningful.

Citizen Centric

Social and Political Empowerment-

The central idea to draft the Constitution of India in its present form was to lead towards a social revolution, in which everybody is an equal partner in development. On analysis, the RLSP Party found that increasing democratic participation in the state has changed the social, economic, and political demographics of the state. However, political participation has been unable to emasculate the expansion of democratic ideas. The authoritarian regimes which were previously like ice blocks have melted down. The backward and marginalized communities have taken the path of development, which has led to the coordination, subsequently leading to a social change. RLSP tends to establish such coordination and cooperation amongst the members of the society through its organizational strength. The Party also demands to transform the executive model to policy office model, whose strength would be to focus and work on policy made by the legislature. RLSP would work for the benefit of the farmers and launch respective programs and schemes. Gram Panchayats are supposed to be an integral part in the development of agriculture, as no cooperative model can exist without their support. The party would also work for the betterment of people working in the unorganized sector and the labor industry, as they are the basis of our economy. The RLSP would work for the entitle rights of the weaker and marginalized people of the society through various political programs and democratic institutions.

Human Development-

Development of any society can be measured by observing the average human development of the people of that society. A great society is the one, which provides equal opportunity for development for everyone. In this regard, Bihar has been placed the lowest on the list since 1981 to 2011. There is a huge lack of basic facilities of population control, education, healthcare facilities, economic upliftment, and investment for rural infrastructure, poverty alleviation policy, public participation, etc. There are three basic parameters of human development. These are:

1. Living conditions
2. Resource conservation
3. Education
